Minutes of the meeting of 25 May 2021 Agenda was agreed to with one minor change: add issue management. The chairs have a ToDo to rework how issues are managed in GH, so that status is a bit more clear. Eliot presented current status. 52 open issues, 9 closed. Issues proposed to be closed: 4, 5, 7, 8, 10, 12, 13, 15, 19. These issues are now closed. Issue 6 has adopted text. It is now closed as well. Issue 43 to be combined with issue 39. Issue 44 closed with a slight tweak. Issue 34 on harrassment: Peter to draft text. Issue 16 on handling oversight and appeals: General agreement: process only. RSAB is the natural checkpoint for the WG. No agreement yet on appeals from the RSAB. As part of the approval process and as part of any appeals, RSAB will also satisfy itself that WG process was followed, doesn’t conflict with existing policy without explicitly changing it, and that rough consensus was established. Mike proposed: RSAB is final arbiter about meaning of documents. If RSWG is coming up with something that is not new policy then RSAB might have a different understanding of changes or clarifications to existing policy. Issue left open for now. Issue 60: Cross Area Issues and what has to happen tactically. Lengthy discussion around what happen when the RPC sees a policy gap: What we discussed was this: The RPC can decide whether the issue falls under existing policies and can apply that policy if they believe that it does. And can escalate to the RSAB if necessary, and the RSAB decides whether it falls under an existing policy, or if they need to refer to the WG to define a new policy. Peter to further elaborate in draft. Issue 63: How does process evolve? Lengthy discussion about Armagedden and WG model fails. Agree for RSWG/RSAB to update process. But more discusion needed on break-down case and who gets to decide then. Peter to post new draft then WG adoption call.
