0. Agenda Bash

  An item on Heather Flanagan's upcoming schedule was added to the 
  agenda under Administrivia.

1. Minutes discussion / approval

  The minutes of the 9 April 2014 teleconference were approved.

2. Administrivia

2.1. Welcome, New RSOC members!

  The RSOC welcomed Sarah Banks and Robert Sparks to the committee.

2.2. Future RSOC call times 

  After discussion, the RSOC agreed to continue meeting at 11:00 AM PT 
  on the second Wednesday of the month.

2.3. RSOC retreat timing

  Heather Flanagan noted that there was no date that was convenient 
  for everyone to attend the RSOC retreat.  As such, the RSOC agreed to 
  proceed with planning the retreat for the Saturday afternoon prior to 
  IETF 90 in Toronto.

2.4. Heather Flanagan Schedule

  Heather Flanagan noted that she will be in Dublin next week for a 
  conference.  The week after that, she will be on vacation in 
  Barcelona, checking her phone a couple of times a day.

2.5. Read out from IAB retreat

  This item was not discussed, as there were no IAB members on the call 
  at the time.

2.6. Read out from Int'l Assoc of Scientific, Technical, and Medical
     Publishers Innovation Workshop and Spring Conference

  Heather Flanagan reported that she sent her trip report from the 
  International Association of Scientific, Technical, and Medical 
  Publishers Innovation Workshop to the RSOC.  She noted that she is 
  finding these conferences useful for gathering information about what 
  authors expect from publishers, and the tools used to meet those 
  needs.

3. RPC status

3.1. SLA

  Heather Flanagan reported that the RPC is continuing to catch up on 
  the larger-than-normal burst of submissions in 2014; for the first 
  time, the RPC has dropped below the 12-month SLA average.  Assuming 
  the submission rate drops down to a more normal level soon, it will 
  take another two months to work through the backlog and return to 
  expected SLA numbers.

3.2. New P/T editor

  Heather Flanagan reported that the RPC has hired Ann Cerveny as an 
  additional part-time editor.  Alexey Melnikov asked if there were any 
  plans to make her full-time.  Heather replied that most of the editors 
  are in a flex-time situation where they can be made full-time as 
  necessary; she is not sure whether the RPC is still looking for 
  another candidate.  Heather agreed to find out the answer to that 
  question and report back.

4. RPC Programmer Funding request

  Heather Flanagan reported that the original request for additional RPC 
  programmer funding is being split into four separate projects with 
  their own SOWs.

5. Format update

  Heather Flanagan reported that the SVG and v2 vocabulary drafts are 
  nearly complete.  She has been working to turn the HTML and non-ASCII 
  drafts into prototypes of the new xml2rfc v3.  Work continues on the 
  PDF draft.  

  The Tools Team has started discussing what tools will be required to 
  support the new formats.

  Heather Flanagan noted that she plans to send email to RFC-interest 
  asking for design help with the new CSS.  

6. Life after Style Guide: thoughts on creating common notation 
   guidelines

  The RSOC discussed creating common notation guidelines that would show 
  what the XML would look like, as well as how that XML would render.  
  The RSOC brainstormed things that should appear in such guidelines, 
  including:

  - Network packet diagrams
  - Flow diagrams
  - Code snippets (inline, preformatted, and verbatim)
  - Generic ASCII art
  - State transition diagrams

7. Start planning for IETF 90

7.1. WG Chairs lunch on Wednesday to talk about ESL authors

  Heather Flanagan reported that she is working with Brian Carpenter and 
  Mirjam Kuehne to develop content for the WG chairs' training at IETF 
  90, on how to help authors for whom English is not their native 
  language.

7.2. Format BoF 

  Heather Flanagan reported that she plans to request an RFCFORM session 
  at IETF 90, focusing on the XML format and showing any prototypes that 
  are available.
