Review of Minutes As there was not a quorum of the RSOC present, the minutes of the 11 June 2014 teleconference, the 19 July 2014 retreat, and the 13 August 2014 teleconference remain under review. 1. Agenda Bash Heather Flanagan added an item on Google Scholar to the agenda under AOB. 2. SoW Update Heather Flanagan reported that there are currently three SoWs out for community review until 21 September 2014: - Digital Object Identifier - RFC Editor Website - Stats & Metrics All of the SoWs are available on the IAOC website and have been posted to multiple mailing lists, including IETF-Announce and RFC-interest. 3. Format Update Heather Flanagan reported that several drafts have been posted or updated, including the RFC format framework, the HTML requirements, the CSS requirements, and the digital preservation considerations. The Tools Team is reviewing the SoWs, currently focusing on the publication formatter. Alexey Melnikov observed that the document talking about the text format has not yet been updated. He asked whether there would be two different formats to cover paginated text versus non-paginated text, noting that there are implications for the tools if this ends up being two different formats. Heather Flanagan agreed, and added that discussions on that topic with the RPC are still ongoing. 4. RPC Update Heather Flanagan reported that the RFC Production Center met the SLA for August (see http://www.rfc-editor.org/reports/ for details). Heather Flanagan has been in discussions with the RPC about how to capture a more accurate SLA measure for the RPC SoW; she has a proposal that will go out to the stream managers and the RSOC for input. The proposed changes include: - Measuring the SLA on an annual basis - Adding an average page count of 25 pages per document, as measured by the .txt or .pdf file - Adding a clause that a higher-than-average (as measured by the previous 2 years) document submission rate will result in the SLA not being met in a later month of that year. Heather Flanagan reported that the RPC contract must go out to bid in 2015. She noted that the RSOC will need to select some number of individuals to serve on the selection committee, in addition to members from the IAOC, the IAD, and the RSE. Heather added that she would like to have this committee seated by IETF 91 so that the process can get started. Heather will send a request for volunteers for this committee to the RSOC soon. 5. AOB 5.1. Google Scholar Update Heather Flanagan reported that she has made inquiries within Google about why RFCs were not yet in Google Scholar. Heather has had meetings with folks at Google Scholar regarding updates to RFC meta- data that are needed before the project can proceed, but she expects that to be resolved. Heather will report back to the RSOC when she has more information.
