I performed the random selection using the information in the following
announcements:

still willing and able to serve as NomCom voting members.

I used a draw of 12 out of 116 eligible volunteers (entropy required:
52.7 bits) since draw #10 and draw #11 were the 3rd and 4th with
Huawei/Futurewei affiliation. This is per the limit of maximum 2 per
affiliation as set in 
https://www.rfc-editor.org/rfc/rfc8713.html#name-announcement-of-selection-r 
and per this NomCom announcement: https://datatracker.ietf.org/nomcom/ann/322826/.
