Editorial comments for.the authors:

1.  The synonyms (MUST, SHALL) are in RFC 2119 to accommodate different customs and different writing styles.  They weren't meant to be intermixed in the same document, and certainly not in the same paragraph, and it's probably going to confuse readers if you do.  For example:

   8.4.  Leave

   When leaving a multicast group a node SHALL change its local state to
   indicate that it left the group.  If the node has no children in its
   table it MUST send a LEAVE request to its parent, from where it SHALL
   travel up the multicast tree and stop at a node which has still
   children remaining after removing the leaving node.

Someone reading this is likely to wonder why you didn't say that the node MUST change its local state, or that it SHALL send a LEAVE request to its parent, and what difference is intended there.

I strongly suggest that you pick one word or the other, and then go through the document and make sure you use only that one, consistently.

2.  While we're at it: we don't normally use 2119 words to tell IANA what we want them to do.  "IANA is asked to register...", rather than "IANA SHALL register...".  Not a big deal, of course, so take this or leave it.  But we should be gentle and genteel to our IANA friends, you know.
