draft-briscoe-docsis-q-protection has been presented to the ISE for
publication as an Informational RFC on the Independent Stream.

==Purpose==

This informational document explains the specification of the queue
protection algorithm used in CableLab's DOCSIS technology since
version 3.1.  It consolidates a number of disparate sections of that
specification and invites researchers to comment, as well as
implementors to implement, the specification.

== History==

This draft first came to the attention of the IETF in July of 2019,
where it was discussed with the TSV ADs and the TSVWG co-chair.  All
agreed that an independent submission was appropriate.  An IPR
declaration was made in September of that year, and the ISE reviewed
the document subsequently.  After some time, the authors answered
all ISE questions.

This draft documents CableLabs work with their full knowledge.

==Security Considerations==

This draft documents a queuing mechanism meant to address adversarial
environments.  Section 9 discusses a potential resource exhaustion
attack.
