This draft completed WG LC in 2020 and went through AD review.   However, due to other circumstances, it did not complete the process.  After our charter revision, the IDR Chairs are working through documents on which the WG had consensus, but the documents did not make it through IESG processing. 

Please treat this as any other early review request.  The history is so you understand why some comments are in the past. 

The IDR chairs feel this work is critical to standardize, given the current work items in the WG.
