This draft proposes to assign two default DSCPs (values that are likely to be used in practice) to a single PHB (the new NQB PHB specified by this draft), one DSCP for access/ISP networks and one DSCP for the core of the Internet (e.g., backbones), with remarking between DSCPs expected as traffic crosses relevant network boundaries.
The draft contains the WiFi-centric rationale for this approach (e.g., in Section 8.3.1), and much of the work on this draft has been motivated by access/ISP network concerns. The document shepherd (a TSVWG chair) is interested in a core/backbone perspective review of this draft and in particular its use of two DSCPs.
The review deadline is about a week before the Philadelphia IETF meeting, as that would be a good time to discuss the results of this review and any consequences.
