Summary:

This is an excellent specification that balances practical deployment needs
with cryptographic rigor. The document is thorough, well-organized, and
provides valuable guidance for the post-quantum transition. The security
analysis in Section 9 is particularly strong and appropriately honest about
limitations. The test vectors and implementation considerations are
comprehensive.

In section 5.2, first paragraph, there is a typo with extension.
In section 9.2. second paragraph,  there is a typo with security and
consideration. In appendix G, second paragraph, there is a typo with
Postgraduate.
