Section 1 is pretty brief on context, and then Section 2 jumps directly into
the specifics of a PKI enrollment. Please consider adding a high-level
explanation or reference for what a PKI enrollment is and why it is used.

In addition, please consider adding some high-level context on why the
specification needed to be revised, or why the newly added features are
important.
