I am seeing that this draft is now listed as approved, announcement to be sent with a revision needed. Sorry for the late review. This document contains the formalities of the Hack-a-thon event, including use of tools as well as setting expectations for the event. As such many security considerations such as secure coding practices (e.g. references to SafeCode or OWASP) and recommendations are out-of-scope. From a security perspective, this document is ready for publication.
