This is to inform IETF that the patents or patent applications in Section V may
be related to the draft/RFC in Section IV. If the draft/RFC in Section IV is
included in a IETF standard, HUAWEI is willing to provide a license, upon
written request, based on royalty-free with other reasonable,
non-discriminations terms and conditions to any parties who implement the
standard, provided that a reciprocal license is granted to HUAWEI for any patent
claims necessary to implement standards by the license.

This is to inform IETF that the patents or patent applications in Section V may
be related to the draft/RFC in Section IV. If the draft/RFC in Section IV is
included in a IETF standard, HUAWEI is willing to provide a license, based on
