Telefonaktiebolaget LM Ericsson (publ) is willing to grant to any implementor a
non exclusive royalty free license to any claim of any patent issued on the
patent application and necessarily infringed by an implementation of the
complete code as described in the draft, this Licensing Declaration and further
specified in a RFC or other document on the IETF standards track.

The royalty free license will be granted for a full implementation of such code
but not for any implementation which is incomplete or different from what is
