This is a blanket declaration under Section 5.4.3 of RFC 8179. The commitment selected above reaches every Necessary Patent Claim of any intellectual property right of the Patent Holder that would have required disclosure under RFC 8179, and it covers implementation of the Internet-Draft named in Section IV and any RFC published from it. A license is available to all implementers on a royalty-free and otherwise reasonable and non-discriminatory basis. No further term or condition attaches to that license: no fee, no field-of-use restriction, no reciprocity requirement, and no requirement that an implementer hold or grant any patent claim of its own. Section V names the eight applications the Patent Holder knows of today, and requests go to the contact in Section II. No actual license is granted by this template.

The Patent Holder files this disclosure as the Contributor of the Internet-Draft named in Section IV, under Section 5.1.1 of RFC 8179, and as the inventor and applicant of record on every application listed in Section V, which is the level of control described at Section 5.6(a) and Section 5.6(d).

The Patent Holder asserts no claim scope. Section 5.1.1 of RFC 8179 states a disclosure duty in terms of IPR that a Contributor believes Covers or may ultimately Cover a Contribution, and this disclosure records a belief at that standard. The Patent Holder leaves open whether a claim of any listed application would be infringed by an implementation of the document in Section IV, and none of those applications has been granted.

This is a blanket disclosure under Section 5.4.3 of RFC 8179, and Section V names specific applications as well. Section 5.4.1(a) permits a disclosure to indicate that it rests on unpublished patent applications in place of giving numbers. The form makes the patent number field optional only on a blanket disclosure, and this disclosure gives none. Section 5.4.3 accepts a blanket royalty-free commitment in satisfaction of the disclosure requirement, and the Patent Holder makes that commitment in Section VI.
