The TLS WG reviewed this draft a long time ago and decided they didn't want to work on it, and asked that the CFRG look at the underlying dragonfly Password Authenticated Key Exchange (PAKE). That draft was controversial, but ultimately got through the CFRG supported by a security proof. After the security proof had been completed, the TLS WG was no longer interested in this draft that uses the dragonfly PAKE. The Cipher Suite registration rules have been relaxed and with that, it's fine to publish with the ISE.
