[Ballot discuss]
I would like to understand the IESG's reason for deciding that a down
reference from this document set to TLS is appropriate under RFC 3967
so I can evaluate whether we are using a fair process and whether we
have complied with RFC 3967.

I propose that the following be added to the ballot writeup for this
document set.

"This ballot includes a down reference to RFC 2246 which was called
out in the last call as required by RFC 3967.  Because the dependency
between EPP and TLS follows a well-defined modular interface, the IESG
has chosen to allow this down reference under RFC 3967."


I'm happy to word smith the specific sentence.  Adding that sentence
or one that states our reason for allowing the down reference
satisfies my concerns.  As a number of people have pointed out we have
mechanisms to make sure we follow fair and reasonable process in the
future.  Under certain circumstances our reasons for decisions today
may enter in to discussions about what future decisions are
appropriate, but it is not necessary to micro-manage the future.  I
thank those that worked with me on this point.
