This is the 2nd ballot after removing all ECH references as this effort appears to be stalled in the TLS WG. The revised I-D went through a 2nd round of WGLC and IETF Last Calls.

The diff is minor: https://author-tools.ietf.org/iddiff?url1=draft-ietf-add-svcb-dns-05&url2=draft-ietf-add-svcb-dns-08&difftype=--html and I suggest to focus only on those changes.
