A few items:

0) There needs to be a mention of queueing and propagation delays in Sect 3

1) There needs to be a mention of centralized vs distributed fwding and that an important consideration is the convergence of "all FIBs" (in distributed case), e.g. route download.

2) Section 4: Must differentiate between link up and down. Overall, there is no mention of "link up" in the suite of docs.

3) Section 4: should mention "loss of peer or adjacency" which can be triggered from malformed packet, GR, control plane failure, security key change, etc

4) Should discuss role of NSF in convergence

1. The Abstract says 'This document discusses considerations for benchmarking Interior Gateway Protocol (IGP) Route Convergence for any link-state IGP, such as Intermediate System-Intermediate System (ISIS) and Open-Shorted Path first (OSPF).' Is it true that the methodology applies only to link-state IGPs? If true, I would suggest that the title is changed to add 'link-state'. Else strike out 'link-state' from the Abstract. 

2. Section 3 - Event detection should include not only link failure detection but also link recovery detection
