Management Working Group.

Technical Summary
 
  This is a problem statement relating to the area of the NETLMM WG,
  discussing the need for network-based local mobility management
  as well as some problems in existing solutions.
 
Working Group Summary
 
  There has been substantial discussion and comments with
  regards to this document in the WG. The issues raised have
  been resolved as desired by the group, and there's consensus
  behind the end result.

  Note that concerns were raised earlier on the netlmm/int-area/ietf
  mailing lists about the validity of the problems that the group
  is attempting to solve, though not specifically of this document. 
  However, these concerns were raised by only one individual and
  did not get agreement from the WG members or others.

  Jari Arkko has reviewed this document for the IESG.
