I have not seen a response to the issues raised by Sandy Murphy in her
  SecDir Review.  These Last Call comments deserve a public response.
  The SecDir Review was posted on March 6th, and the IETF Last Call does
  not end until March 12th, so the authors may be planning to respond to
  all of the comments at once when the Last Call closes.

Section 1., paragraph 4:
> BSR was first defined in RFC 2362 [7], which has since been obsoleted.

  I'm not sure if this document should have a header that says it
  updates RFC2362 in this case - anyone know?

I do not believe that it is appropriate for the IESG to approve this document in the 3/8 telechat, if the IETF Last Call ends only on 3/12. In theory community input can show-up after the telechat which would not have a chance to be known to the IESG at the time of the decision about this document. I am holding this DISCUSS until the LC period ends without further comments or act specifically on comments received after the IESG telechat.
