Let me start by saying that I absolutely think this specification is needed.  Stateful HBS schemes are useless without a way to backup/transfer a key/state from one hardware device to another securely.  US NIST's SP 800-208 is woefully lacking in this regard.

This discuss should be easy to resolve.  I'm happy to help.

General (background):  Even though there are no BCP14 keywords (BCP 14 keywords are for interoperability, not security), that does not imply that there is no normative language.  In fact, there are 32 'must' statements as well as 23 'should' statements in the draft that are clearly normative.  This is merely an observation, but my comment about the Reference section is more important.

References:  Are there really no Normative References?  Can one read this specification without any of the current references?  I will suggest that at least a portion of these should be Normative References.  Perhaps:  RFCs 8391, 8554, 9802, and SP 800-208.

Section 2.3, para 2:  I don't understand the phrase 'to avoid state reuse by rolling back to a state in which already-used OTS keys'. Are you intending to roll back to the most recently used state/OTS key?  If so, why?

Section 2.4, key export and key import:  Why is the word (partial) used here?  Under some circumstances is a partial private key imported/exported?  Perhaps the key is imported/exported in multiple parts?  If that is the case, I think it can be ignored, so the '(partial)' type language could be removed.

Section 6: (I fear that this comment will be too late for action) Backup management is the real issue this specification raises.  There is a simple mechanism which might make backup management cleaner.  If one were allowed to store the seed private key in backup hardware, and then recorded state both internal to the current hardware, and on a paper copy for a backup of state.  There would be a process where both internal state and paper copy state are updated prior to a signature being issued.  In the case of catastrophic failure of the hardware is then recoverable with the backup hardware (seed private key) and the paper copy state backup.

Abstract


  Stateful Hash-Based Signature Schemes (Stateful HBS) such as LMS,
  HSS, XMSS and XMSS^MT combine Merkle trees with One-Time Signatures
  (OTS) to provide signatures that are resistant against attacks using
  large-scale quantum computers.  Unlike conventional stateless digital
  signature schemes, Stateful HBS have a state to keep track of which
  OTS keys have been used, as double-signing with the same OTS key
  allows forgeries.

  This document provides guidance and catalogs security considerations
  for the operational and technical aspects of deploying systems that
  rely on Stateful HBS.  Management of the state of the Stateful HBS,
  including any handling of redundant key material, is a sensitive
  topic.  This document describes some approaches to handle the
  associated challenges.  It also describes the challenges that need to
  be resolved before certain approaches should be considered.
