  This draft defines a protocol for the transport SS7 SCCP [ANSI SCCP]
  [ANSI SCCP] Users (i.e. TCAP, RANAP, etc.) signalling messages over
  IP using the Stream Control Transmission Protocol (SCTP) [2960].
  This protocol would be used between a Signalling Gateway (SG) and
  Signaling Endpoint located in an IP network.  Additionally, the
  protocol can be used to transport SS7 SCCP users between two
  signaling endpoints located within an IP network.

the first sentence isn't one.  but the last sentence is particularly
enticing.  are they transported with joy (generally not allowed by
the teleban) or physically?

1.3.1.1 says, "In this case, the connectionless SCCP messages are
routed on PC." but PC has not be previously used/defined.

and it goes on and on.  more jargon per square paragraph than even
at&t internal mpls self-justifications.

  When SUA is running in professionally managed corporate or service
  provider network, it is reasonable to expect that this network
  include an appropriate security policy framework. The "Site Security
  Handbook" [2196] should be consulted for guidance.

in a Security Considerations section can't be trusted...

More seriously -- that section is pure boilerplate, with no attempt at
analysis.  IPsec may be the right answer; alternatively, TLS may be.
Deciding which takes analysis.  Section 6.3 makes no sense whatsoever
- -- are they really talking about mobile phone switches using mobile IP?
In tunnel mode, since in transport mode the IP addresses show?  For
that matter, there are SS7-layer security issues -- a 1997 report to the
U.S. Federal Commission noted the increasing ease of SS7
interconnection, because of (a) the Internet, and (b) regulatory
trends, and complained about the lack of adequate SS7 firewalls.
