Speaking as an interested participant, having written standards for X.400/Internet mail interworking:

The fact that these documents ignore the problems encountered when gatewaying between Internet mail and X.400 is the last argument convincing me to recommend that the IETF has no business standardizing them.

Just like ATM over MPLS, this is a non-IETF matter.

This comment has been addressed in version -06 and -07 of the document by declaring gatewaying with Internet mail to be out of scope, and adding some warnings on what will happen if it is tried.

However, the content is still only marginally relevant to the Internet, and thus to the business of the IETF.
