Some editorial comments below:

I found the mixture of TCP RFC terminology (e.g. RCV.WND) and lowercase rLEDBAT terminology (e.g. rlwnd) a _little_ hard to read at first, but I did indeed adjust to it. was any consideration given to trying to stylistically unify these (e.g. "RLWND")?

section 2: "...middleboxes are ~a~ commonplace..."
