TNRS will maintain a website at a stable address which provides XML and text renderings of the urn:nena registry. Is this a typo? s/TNRS/NRS/ ?

1) Just nit picking here, but in the 1st paragraph of the introduction it says that NENA's mission is .... universal .... but then it's goes on to say it's just for N.A. Is NENA really shooting for universal 9-1-1 or just in N.A.? 2) RFC 2141 requires US-ASCII so you could change: The "NENAclass" is a US-ASCII string that conforms to the URN syntax ... to The "NENAclass" conforms to the URN syntax ...
