Like Lars, I was bothered a bit by some of the style in the Introduction section. Not quite RFC style, IMHO.

Section 1., paragraph 1:

  I feel like I am reading an advertisement for NENA here...

1) Just nit picking here, but in the 1st paragraph of the introduction it says that NENA's mission is .... universal .... but then it's goes on to say it's just for N.A.  Is NENA really shooting for universal 9-1-1 or just in N.A.?

2) RFC 2141 requires US-ASCII so you could change:

The "NENAclass" is a US-ASCII string that conforms to the URN syntax ...

to

The "NENAclass" conforms to the URN syntax ...
