Frame Marking RTP Header Extension (Mo Zanaty, 9:40, 20 min)

There is IPR declaration on TL0PICIDX by Vidyo, have two options one with and
one without. No objection in the room to progress with IPR; Ben: take question
to the list Stephan: it was mentioned in Berlin.

Roni: Short message (3.1) can be used with scalable stream but limited
information Mo: can add to the text

What to do with Bernard¡¯s draft? the authors will work with Bernard to import
some text to this document and drop the reference. Need to add some guidelines
for future RTP payloads how to address frame marking

Layer referesh indication for LRR draft? Mo and Jonathan will figure out some
text.

Add frame size ¨C RID is a better solution ¨C recommend it.

Will be ready for WGLC after addressing open issues.

XR block or RTP/AVPF transport layer feedback

Do we need as RTP header extension ¨C only for bi-directional so adding it is
less priority
