In general I think the doc is ready for publication.

I do not see any operational or network management impacts.

I do see (specifcally on page 10 and 11) some abbreviations
that could possibly be extended (on their first use) so that
new readers understand what they mean from the first read.
These are abbreviations like
   NENA
   VESA
   VPC
   ERDB
