Sorry to be late (the deadline was 28 feb 2014). But in case this is still useful, here it is. In general I think the doc is ready for publication. I do not see any operational or network management impacts. I do see (specifcally on page 10 and 11) some abbreviations that could possibly be extended (on their first use) so that new readers understand what they mean from the first read.
