I reviewed the document "Host Mobility with the Host Identity Protocol"
(draft-ietf-hip-rfc5206-bis-12.txt) as part of the Operational directorate's
ongoing effort to review all IETF documents being processed by the IESG.  These
comments were written primarily for the benefit of the operational area
directors.  Document editors and WG chairs should treat these comments just
like any other last call comments.

Summary:

This document defines mobility extensions to the Host Identity Protocol (HIP)
and specifies a general "LOCATOR_SET" parameter for HIP messages that allows
for a HIP host to notify peers about alternate addresses at which it may be
reached. The document also defines elements of procedure for mobility of a HIP
host.



The document is dependent on two other bis-drafts, for which the normative
references in section 9.1 are outdated.

I don't see any issues related to operations and management.
