I have reviewed this document as part of the Operational directorate's
ongoing effort to review all IETF documents being processed by the
IESG.  These comments were written with the intent of improving the
operational aspects of the IETF drafts. Comments that are not addressed
in last call may be included in AD reviews during the IESG review.
Document editors and WG chairs should treat these comments
just like any other last call comments.

Summary:  This document is ready, modulo some nits picked up by
the idnits tool.

This document is intended to communicate the IETF response to an RFP
from the IANA Stewardship Transition Coordination Group.  As such, it
has no direct impact on network operators or on network management.
Changes to the procedures for registration of protocol parameters may
have substantial impact on network management and provisioning
protocol development processes, and indirect impact on operations at
both service providers and RIRs as IETF protocol development processes
may shift or have to adapt, but this document appears to be
comprehensive with respect to the questions and issues raised around
a transition.
