The traffic steering using Flowspec draft is an informational RFC that describes how to use BGP FlowSpec to direct packets to a segment routing policy. The I-D identifies several vendor implementations that claim interoperability. However, as an informational RFC, we wouldn't expect interoperability will be achieved via this I-D. Given that caveat, the I-D appears to be ready.
