I especially appreciated the paragraph added to the end of §8.  It looks great
apart from the folloginw three nits:

* s/HDNL/HNDL/
* Please add HNDL in the second para of §8 when “harvest now, decrypt later" is
introduced * PQ/T is only introduced in §14, please add a forward reference
from §8.
