Hi! This is my second review of this I-D; I compared -04 to -05.  I had two
points:

1. Thanks for a greatly improved security considerations section. While it is
still essentially empty, now readers will know why! ;)

Changing my review to "Ready" based on the changes to the security
considerations.

2. I am going to infer from the changes made in s5.3 (dropping the intro
sentence and adding the sentence about the ground station) means that mobile
satellites are not a non-deterministic scenario. But, it would be nice to
confirm this.
