1. Section 5, second paragraph uses non-normative "must not use" as opposed to
a "SHOULD NOT use" as in the first paragraph of Section 4.  I suspect this is a
decision borne out by discussions on the UTA WG, so I left it as a nit.  In
case it is an oversight, well, hope the nit helps.
