I wondered whether these URNs are only for IEEE standards
use, or could in principle be used for other things that
IEEE does. While I don't care if the answer is yes or no,
and a "yes" answer would maybe be speculative, it might have
been good to say in this document if the answer is known.

I have one minor comment that you should address after the IETF LC is over:

Rules for Lexical Equivalence:

No special considerations; the rules for lexical equivalence of
[RFC2141] apply.

I think you should state that {IEEEresource} and {ResourceSpecificString} are treated as case-insensitive. In the document you are only using lowercase in examples, but  gives examples in mixed case (e.g. "Std"). I assume "Std" and "std" should be treated as equivalent. If that is not the case, then you should fix the document and/or the PDF.
