Dear Sir,

In accordance with RFC 2026, Nortel Networks Limited has unpublished patents
pending that generally relate to at least a portion of the subject matter of
this Internet Draft:

Title: "Diameter Credit-control Application", Harri Hakala,
18-Dec-03
  Tag:
http://www.ietf.org/internet-drafts/draft-ietf-aaa-diameter-cc-02.txt

As understood, this specification is a standards-track document, and upon
approval by the IESG becomes an IETF RFC or IETF Standard. In the event
that the patents pending of Nortel Networks issues, and the issued patent
contains claims that are necessary for practicing a resulting IETF Standard
based on this Internet Draft, Nortel Networks will make available licenses
on fair, reasonable, reciprocal, and non-discriminatory terms to claims it
owns covering such IETF Standard.

My contact information is set out below.

Kevin L. Smith, Esq.
