Subject:  Liaison from the ISOC to ISO/IEC JTC1/SC6 and its National Body
members in relation to ISO-IECJTC1-SC6_N15618

Dear JTC1/SC6, Chairman Kim, and Secretary Lee,

The attached document contains a liaison from Internet Society, the
IESG, and the IAB to ISO/IEC JTC1/SC6 and its National Body members.

This liaison is based on two documents:
 (1)  ISO/IEC JTC1/SC6 N15618, from the Chinese National Body, and
 (2)  ISO/IEC JTC1/SC6 N15596, an earlier liaison statement from the
      Internet Society, the IESG, and the IAB concerning TISec.

The IESG and the IAB believe that TISec provides the same services as
IPsec.  The IESG rejected a request for a protocol number assignment for
TISec in August of last year for that reason, but the IESG offered an
experimental code point while TISec was under review in ISO.  A liaison
was sent to ISO informing them of this decision in December.

The TISec proponents have indicated that they believe that TISec is
different than IPsec.  This liaison is a response this statement.  It
points out how IPsec supports the same functionality, and it encourages
the TISec proponents to engage in the IETF process to specify the use
of their national algorithms in IPsec, as has been done for other
national algorithms.
