I would like to hear some information about why this document is aiming only Informational and what is the relation to W3C. As Brian said in better words, it looks like a standard, and it had some support in the WG and no dissent. On the other hand alternative approaches are mentioned in the document, so there must have been some discussions and other people may have had other opinions or preferences.

  Is this intended to say that mount documents that contain user names
  SHOULD only be accessable to the user associated with the username?
