discussion: the mapping of layer_id relative to positioning in the decoding
structure conclusion: add text explaining how the various fields form a
"hierarchy" that would be useful without knowing the payload type.

conclusion: move VP9 LRR over to VP9 payload draft.

conclusion: propose a new draft for full intra for all layers to update

RTP Extensions for Transport-wide Congestion Control (Stefan Holmer)

Discussion about the RTP and RTCP approach of single sequence number space per
connection for all streams (Colin, Michael Ramallo, Justin, Randell via Jabber,
Thatcher, Harald, Jonathan, Varun, Roni, Magnus). Conclusion: No decision.
Relevant people have side discussion. Discussion continues in rmcat. probably
in scope here or in xrblock.

RTP Payload Format Constraints (Adam Roach)

Conclusion: Agree to have a document to regiter the rid only as RTP and RTCP
sdes. Need to specify what is the content and usage. Adam will produce draft
addressing comments, and once submitted ask for adoption.
