I don't think there is any need to publish this draft.  It is not useful
outside of the working group that wrote it.  The IESG generally does not
recommend publication for this type of document:

Section 1:

   Access networks have already deployed SAV mechanisms.
...
   However, access-network SAV mechanisms are not universally deployed.

Nit: Apparent contradiction.
