The list is a bit long and ambitious, but I guess that is countered by incomplete and variable Milestones :)

Overall this looks great. I have a couple very small editorial issues you may want to address.

- I think all the uses of quotation marks other than the final two quoted things ("Completion" and "parked WG document") are spurious. I realize this is an exceedingly minor point, but it's a pet peeve.

- I suggest

As a starting note, I am a big fan of PGP for its decentralised approach.

Please expand PQC, unsure whether "domain separation" is well understood (at least not to me), HKP/WKD: suggest to use the acronyms *after* their expansions, I like the use of "e.g., use ... as initial input" (except perhaps I would have used "perhaps" rather than "e.g."

Thank you for having "above" in `The WG chairs will periodically poll the WG for which of the topics above to add as milestones` else this could lead to a too flexible too open charter where WG chairs can add *any* item.
