In my reciew of the -08 version noted some issues that I felt could benefit
from further clarification in Section 2.3 as to the circumstances when IETF
antitrust provisions apply (points 1 and 2 in the review
https://datatracker.ietf.org/doc/review-halpern-gendispatch-antitrust-08-dnsdir-lc-huston-2024-05-20/).
The text of the draft is unaltered from the -08 version and my comments about
further clarity of the intended scope of application still apply.

I also noted that I felt that the topic to avoic (section 4.1) should be noted
as an illustrative list, and not necessarily an exhaustive list.

Finally I also noted some uncertainty relating to the expentation to "behave
lawfully": "A participant participating exclusively by mail in an IETF
activity, and never physically leaving their country of domicile must behave
"lawfully" according to the laws of which jurisdiction?"

None of these review vcomments have been addressed in -09 and accordinly I do
not believe that this document is "ready"
