Summary: Generally a well written document that is ready to go. However, I have
a concern about whether SHOULD is strong enough in terms of explaining the
reason to deny an allocation request. Then a question of IETF policy on use if
RFC 2119 language and a possible typo. All of this is easily addressed.

Major issues:
Denials SHOULD include an explanation and, if
SB> For transparency and due diligence surely denials MUST include an
explanation?

Minor issues:
SB> I am not sure that RFC2119 language is applicable to the human action it is
applied to in this text.
